The international consultation and analysis (ICA) process, established by decision 1/CP.16 and 2/CP.17, is part of the measurement, reporting and verification system for developing country countries under the UNFCCC. The implementation of the ICA process involves two steps: technical analysis (TA) of the biennial update reports (BURs) submitted by Parties, and the facilitative sharing of views (FSV) for each Party under the SBI.

This consultancy work focused on the tools that support the technical analysis of BURs. Main element was the development of the TA practice guidance, which aims to ensure a consistent approach in analysing key issues by different teams of technical experts (TTE) during the BUR analysis. A comprehensive and in-depth research of how these key issues were assessed in previous BUR analyses provided a solid basis for the development of the TA practice guidance. The practice guidance is provided to TTE members to support their analysis.
